What is QESCO and which areas does it supply?
QESCO (Quetta Electric Supply Company) covers the entire province of Balochistan — Pakistan's largest province by area — supplying electricity across vast distances to a widely dispersed population, including heavy agri-tube-well load.
QESCO supplies the whole of Balochistan except Lasbela — by area the largest service territory in Pakistan, and by population one of the most thinly spread. Feeders run enormous distances to reach small, scattered settlements, which is the most expensive network geometry there is.
Agricultural tube-wells dominate the load. Balochistan's farming depends heavily on pumped groundwater, and the cost, metering and recovery of that tube-well electricity has been a long-running political issue rather than a purely technical one, with repeated federal and provincial interventions over subsidies and outstanding dues.
The consequences show plainly in the regulator's figures. QESCO recovers under two-fifths of what it bills — by a wide margin the lowest in the country — while also losing close to four units in every ten it receives. Together these produce the single largest financial shortfall of any distribution company, and QESCO's territory sees correspondingly heavy load management.
Which number you need
QESCO identifies your connection by one number only: the 14-digit reference number printed at the top of the bill. There is no shorter customer or consumer ID that will work in its place — that facility exists at LESCO alone — so the printed reference number is the one to keep.
QESCO references begin with 35, 36. Those leading digits are the billing batch, and they are what lets this site work out the company from the number alone, with no dropdown to choose from.
QESCO bills through the shared system operated by PITC, the government's IT company, which is the same platform behind most of the other distribution companies. That shared infrastructure is why one number format and one lookup reach them all.

Recovery above 100% reflects payments received against earlier arrears on top of the year's own billing, not overcharging. Sector-wide, distribution companies lost Rs 132 billion in FY 2024-25.
QESCO is the sector's outlier. It recovers under two-fifths of what it bills, by far the lowest figure in the country, and loses close to four units in every ten it receives. The combination produces the single largest financial shortfall of any distribution company. Much of this traces to unmetered and unrecovered agricultural tube-well load across Balochistan, an issue that is political as much as technical.

The form asks for your name, mobile in 923xxxxxxxxx format, CNIC, address and a nearby landmark, plus the nature and type of the complaint. Keep the complaint number it gives you — every later stage of escalation depends on it.
Do not pay scammers. No distribution company asks for payment over the phone, for an OTP, or for money into a personal account. A call demanding immediate payment to avoid disconnection is the most common form of this fraud. Always pay through a bank, ATM or authorised wallet.

Why is load-shedding heavier in QESCO's area?
Load management is applied feeder by feeder, and the hours a feeder gets are tied to how much of its electricity is actually paid for. In FY 2024-25 QESCO reported losses of 38.38% against an allowed 13.81%, and recovered 38.70% of what it billed. Feeders with high losses and weak recovery are cut back hardest, which is why two neighbourhoods in the same city can be on very different schedules. QESCO is the extreme case nationally — its recovery is the lowest of any distribution company by a wide margin, and unrecovered agricultural tube-well load across Balochistan is the single largest reason.
How are agricultural tube-well connections billed in QESCO's area?
Tube-well connections sit in their own tariff category, separate from domestic slabs, and successive federal and provincial subsidy decisions have repeatedly changed what that category costs. Because QESCO's territory carries a high proportion of these connections, the category has a visible effect on the company's overall recovery. Check the tariff code printed on your bill — a connection recorded in the wrong category can make a substantial difference.
Where is the QESCO Reference Number printed?

Does QESCO generate its own electricity?
No — QESCO distributes only, over its own network across Quetta and the surrounding districts. Generation is bought centrally, and the tariff is NEPRA's rather than QESCO's.
