What is SEPCO and which areas does it supply?
SEPCO (Sukkur Electric Power Company) serves upper Sindh, covering Sukkur, Larkana and Jacobabad — one of the hottest regions of Pakistan with peak summer electricity demand for cooling.
SEPCO covers upper Sindh — Sukkur, Larkana, Shikarpur, Jacobabad and Khairpur — with a consumer base of around 828,000, one of the smallest in the country. Jacobabad regularly records some of the highest summer temperatures anywhere in Pakistan, which makes cooling load in the hot months a matter of basic safety rather than comfort.
SEPCO reports the highest transmission and distribution losses of any distribution company: close to four units in every ten entering its network go unbilled, against an allowed level less than half that. Recovery is also weak, so the shortfall compounds.
As with HESCO, the regulator flagged SEPCO's complaint statistics as implausible — 1,627 complaints recorded across an entire year, which NEPRA noted may indicate either an exceptionally efficient system or inaccurate data, in a report that made clear which reading it found more likely.
Which number you need
SEPCO identifies your connection by one number only: the 14-digit reference number printed at the top of the bill. There is no shorter customer or consumer ID that will work in its place — that facility exists at LESCO alone — so the printed reference number is the one to keep.
SEPCO references begin with 32, 33. Those leading digits are the billing batch, and they are what lets this site work out the company from the number alone, with no dropdown to choose from.
SEPCO bills through the shared system operated by PITC, the government's IT company, which is the same platform behind most of the other distribution companies. That shared infrastructure is why one number format and one lookup reach them all.

SEPCO's service area covers Sukkur، Larkana، Shikarpur، Jacobabad and Khairpur.
SEPCO performance in FY 2024-25
NEPRA publishes an annual assessment of every distribution company. These are SEPCO's reported figures, set against the level allowed in its tariff and the national picture.
- T&D losses(FY2024-25)
- 39.18%[1]
- Allowed in tariff(FY2024-25)
- 16.31%[1]
- Revenue recovery(FY2024-25)
- 74.20%[1]
- Financial shortfall(FY2024-25)
- Rs 24 bn[1]
- Consumers(FY2024-25)
- 828,053[1]
- Loss ranking(FY2024-25)
- 10 of 10 (lower is better)
| Measure | Reported | Target | National |
|---|---|---|---|
| T&D losses | 39.18% | 16.31% | 17.55% |
| Revenue recovery | 74.20% | 100% | 96.60% |
Recovery above 100% reflects payments received against earlier arrears on top of the year's own billing, not overcharging. Sector-wide, distribution companies lost Rs 132 billion in FY 2024-25.
SEPCO has the highest reported losses of any distribution company — it fails to bill for close to four units in every ten it receives — against an allowed level less than half that. Recovery is also weak. As with HESCO, NEPRA flagged SEPCO's complaint statistics as implausibly low for its consumer base.
Report a meter or billing problem
Complaints for SEPCO — and every other PITC company — are filed through one shared system, CCMS. You can find your account by reference number, contact number or CNIC.
The form asks for your name, mobile in 923xxxxxxxxx format, CNIC, address and a nearby landmark, plus the nature and type of the complaint. Keep the complaint number it gives you — every later stage of escalation depends on it.
Do not pay scammers. No distribution company asks for payment over the phone, for an OTP, or for money into a personal account. A call demanding immediate payment to avoid disconnection is the most common form of this fraud. Always pay through a bank, ATM or authorised wallet.
How do I pay a SEPCO bill?
A SEPCO bill can be paid at a bank, an ATM, JazzCash, Easypaisa or any authorised payment counter, using the same reference number.

Common questions about SEPCO bills
How do I check my SEPCO bill online?
Enter the Reference Number printed on any previous SEPCO bill in the box above. BillHub recognises it as SEPCO's and opens the real bill from PITC's official system. No account or registration is needed.
Which areas does SEPCO supply?
SEPCO covers Sukkur, Larkana, Shikarpur, Jacobabad, Khairpur, and is headquartered in Sukkur. Every distribution company holds an exclusive NEPRA licence for its own territory, so which one supplies you is decided by your address — there is no competing supplier to switch to.
Why is load-shedding heavier in SEPCO's area?
Load management is applied feeder by feeder, and the hours a feeder gets are tied to how much of its electricity is actually paid for. In FY 2024-25 SEPCO reported losses of 39.18% against an allowed 16.31%, and recovered 74.20% of what it billed. Feeders with high losses and weak recovery are cut back hardest, which is why two neighbourhoods in the same city can be on very different schedules. SEPCO carries the highest reported losses in the country, and summer demand in Jacobabad and the surrounding districts — among the hottest places in Pakistan — arrives exactly when the network is least able to absorb it.
Where is the SEPCO Reference Number printed?
Near the top of the paper bill, usually beside your name and address. Enter it in full, with no spaces or dashes. If you no longer have a paper bill, your local SEPCO sub-division office can look it up from your address and CNIC.
How do I file a billing complaint against SEPCO?
Call 118 or visit your SEPCO sub-division office, and take a complaint number — every later stage will ask for it. The escalation route beyond that is set out above.
Does SEPCO generate its own electricity?
No — SEPCO distributes only, over its own network across Sukkur and the surrounding districts. Generation is bought centrally, and the tariff is NEPRA's rather than SEPCO's.
