How a Pakistani gas bill is calculated
Gas rates are set by OGRA and consumption is metered in cubic metres. Unlike electricity, protected status in gas is tied to your registered consumer category rather than to a simple monthly cutoff, which is why this calculator asks which category you are billed under instead of inferring it.

On top of consumption, GST is charged at 18% and a fixed monthly charge applies: Rs 600 for protected consumers, and Rs 1,500 or Rs 3,000 for non-protected consumers depending on consumption.
Why winter gas bills multiply rather than rise
The top slab rates are several times the bottom ones. Winter heating and geyser use pushes consumption into those upper slabs, so the bill does not simply double — it can jump by a multiple, which is the single most common complaint about gas billing.
Cubic metres, hundreds of cubic feet, and MMBTU
Gas is the utility where people most often cannot reconcile the bill with the meter, and the reason is that three different units are involved. The meter counts volume — most domestic meters in hundreds of cubic feet, which is why the reading advances slowly. The bill converts that to cubic metres. And the tariff notification itself is written in MMBTU, a unit of energy rather than volume, because what you are actually buying is heat.
The conversion between volume and energy is not fixed. It depends on the calorific value of the gas in the network that month, which varies with the mix of fields and any imported LNG blended into it. This is why two identical meter readings can produce slightly different charges, and why a bill cannot be checked by multiplying volume by a rate you found online.
Read the meter, not the estimate
Gas meters are read less reliably than electricity meters, and an estimated reading followed by an actual one produces a small bill and then a large one. If a low month is followed by a jump, compare the two readings before assuming the rate changed.
Protected status is a category, not a threshold
Electricity's protected status is decided every month by whether you crossed 200 units. Gas does not work that way. Protected status attaches to the consumer category recorded against your connection, so it does not switch on and off with a cold month — and it cannot be gained simply by using less.
That has a practical consequence worth knowing before you complain: if you believe you should be on the protected schedule and you are not, that is an application to the company to review your category, not a billing dispute. It is resolved by the commercial section rather than by the meter reader, and any correction applies from the date it is made rather than retrospectively.
What consumption costs, worked through
The gap between the lowest and highest slab is what makes winter bills feel arbitrary. These are the same figures the calculator produces, for a non-protected household at three levels of use:

Tripling consumption from 50 to 150 cubic metres does not triple the bill, and doubling again to 300 raises it by far more than double. The slab structure, not a change in the rate, is what produces that curve.
Two behaviours dominate winter consumption in Pakistani households, and they are worth separating. A gas geyser left on a pilot flame consumes continuously whether or not anyone is using hot water, and over a month that standing loss can exceed the heating itself. Room heaters, by contrast, consume only while running — so the geyser is usually the cheaper thing to fix first, either by switching it off between uses or by moving to an instant or electric alternative.
What this calculator does not model
- Load management. Where supply is curtailed during winter hours, actual consumption falls below what a household would otherwise use, and the bill falls with it.
- Calorific variation. The conversion from volume to energy shifts month to month; the calculator uses a single representative rate.
- SSGC differences. The slab rates here follow publicly reported SNGPL figures, and SSGC's can differ.
- Arrears and adjustments. Anything carried forward from an earlier month appears on your bill and not in this estimate.
